Richard Zimmer

RICHARD M. ZIMMER, P.E.

President

Rick is a Registered Professional Engineer in Florida and the Virgin Islands and Certified General Contractor who graduated from Kansas State University with a Bachelor of Science Degree in Mechanical Engineering.

He immediately involved himself in the Construction Industry by taking a position as a Project Field Engineer with a Fortune 100 company, spending four years in charge of budgeting, scheduling and quality control on several projects in New Jersey, Georgia, and Puerto Rico.

He has since held responsible positions as a Design Engineer for Miami-based engineering firms, and as Regional Construction Manager for the Babcock Company, where he was responsible for all their Palm Beach County construction activity. He holds that company’s 1980 award for the Highest Quality New Residential Project.
Rick spent four years as an Assistant Vice President and Loan Officer with Southeast First National Bank of Miami where, in addition to administering Construction Loans, he directed third party construction inspecting firms. He was one of ten who received the 1977 Outstanding Employee Award.

After realizing the need for an accurate and professional Third Party Construction Monitoring Service, Rick founded ZIMMER CONSTRUCTION CONSULTANTS in 1982. His commitment to excellence, combined with an easily readable and understandable reporting style augmented by a perspective of the needs of Third Party reporting, has made this company a success since its inception.

Recognized as an expert in his field, Rick has presented seminars on Construction Loan Administration and Third Party Monitoring to South Florida Lenders, the American Banker’s Association, and Robert Morris Associates. He has served as an Expert Witness for Construction Methods and Defects, Replacement Costs and Contract Administration throughout Florida. Rick is an active member of several Engineering and Builders Associations.
An avid fishing enthusiast and scuba diver, he resides in Boca Raton with his wife, Lynda, who co-founded ZCC and is active in the administration of the company.

William

WILLIAM McCOLLOM, C.P.I.

Associate

Will has worked in the construction industry since 1970, beginning his training with his grandfather while working on residential construction, remodeling and property management. He has been involved in the construction industry as a student or Building Contractor ever since.

Will has experience working on major infrastructure projects, including roadway and bridge construction.

In 2010, Will received his certification as a General Contractor and started his own construction business in Wyoming. The Company’s focus was on residential construction, remodeling, site development of support structures to the mining industry, and the property maintenance of facilities serving the oil fields.

In 2015, Will became a Certified Home Inspector in Florida. He and his wife returned to Delray Beach to be close to their Florida children and grandchildren. Will has eight grandchildren and loves spending time and listening to their stories.

David

DAVID K FRANKLIN C.G.C.

David has been actively involved in the construction industry for 40+ years. He first obtained his Certified Building Contractor License in 1979, and launched his own home/building company, which he successfully operated in the South Florida for several years.

David worked for Palm Beach County Area homebuilders, and was hired by Arvida, as a Superintendent, Senior Training Superintendent, Director of Construction, and eventually promoted into Purchasing for the Arvida South Florida Group. Later, as National Contracts Manager, he worked with Vice Presidents of Construction from Texas, Georgia and all of Florida. David became Director of Operations for Arvida in Weston. He was promoted to St. Joe Director of Operations for South Florida in 2003, and upgraded his license to a Certified General Contractor to qualify a new luxury project named Paseos in Jupiter.

David was again promoted and moved to Director of Construction for Northwest Florida. For the next five years, David built several luxury gulf-front homes in the panhandle area. At the end of 2013 David and his wife of 40+ years moved back to South Florida to be closer to family. David and his wife, Susan, have three grown children and seven grandchildren.

In January 2014, David joined the group at Zimmer Construction Consultants P.A., bringing skill sets, and experience gained from 40+ years of construction, contracting and purchasing in all phases of residential and luxury home building.

M Ford

M. FORD POLLARD

Ford graduated from North Miami Senior High School in 1967, attended Miami Dade Junior College prior to enlisting in the United States Air Force. During his Air Force Service, Ford trained in electronics and telecommunications. After release from active duty, he continued to work in the private communications industry, built his own company and sold it to his employees in 1994, to pursue other interests.

At the request of some colleagues, Ford became involved in Property Management and helped develop Alliance Property Management into a firm handling over one million s.f. of managed buildings.

Ford became Project Director for Douglas Development Group, negotiating contracts with Architects and General Contractors. During his time at DDG, he was responsible for the construction of several, multiuse industrial warehouses and the renovation of a 10-acre, 10-building complex in Plantation, Florida.

He joined the team at Zimmer Construction Consultants in 2015, bringing not only construction assessment experience but low voltage and smart home technology expertise.

Ford enjoys fishing and golf. He is a native Miamian and lives with his wife, Bertha, in South Miami.

Brian

BRIAN J. BUTKEVITS

Associate

Brian Started in construction on Long Island N.Y. in 1984 with a Family Contracting business, replacing roofs, windows and aluminum siding, until being accepting in the United States Navy.

While in the Service, based in Marietta, Georgia, he learned hydraulics, sheet metal repair, corrosion control and A/C painting.

Brian opened his own business in Kennesaw, Georgia installing and finishing floors, as well as home repairs. After three years he was recruited by a large flooring firm to manage one of their facilities and crew.

Brian became a Certified Fire Fighter and First Responder with the Paulding County Volunteer Fire Department in Georgia, schooled in “Understanding Building Construction for Firefighting Operations”.

A 2015 move to Florida led to work as a Sub-Contractor, remodeling Condominiums for an investment company, 727 Enterprises headquartered in Delray Beach.

He joined the Zimmer Construction Consultant Team in 2017 as an Associate Inspector.

BUD MEADOWS, JR.

Bud’s construction experience began in the maintenance department, while in college, where he learned skills, which transferred to a career in homebuilding. He alternated between roles in construction, and customer service, serving as a Superintendent, Project Manager, Warranty Service Manager and Vice President of Customer Relations for top home builders in Palm Beach and Broward Counties, and in Central Florida.

Bud worked for ARVIDA, where he built single-family homes, townhomes and a condominium community. As part of the Arvida Weston Training Team, he helped train 25 superintendents during a time of rapid expansion.

After relocating to Ocala, he coordinated projects for churches, including additions and new construction of worship centers and church-based schools for a respected regional builder.

Bud joined Zimmer Construction Consultants in 2018, responsible for operations from Sarasota to Jacksonville. He brings construction knowledge and experience in both residential and commercial areas, to earn the trust and confidence of our Client Banks, as well as the Field Contractors/Developers.

Bud is very involved with his church, singing with the Praise Team and Choir. He also is a soloist and Board Member for the Central Florida Master Choir, a group of about 50 musicians.

Bud and his wife, Stephanie, have been married 40 years and have an adult son, who lives in Houston Texas.
